Does anyone know if the 10RPS (requests per second) API rate limit for SUBSCRIBER endpoints, is for a single user, or across all users using the same chatbot?

Yep, API rate limit it’s per chatbot. Reply from manychat support:
The 10 requests per second (RPS) limit for the subscriber endpoints applies to each chatbot account. This way, if two different Manychat users simultaneously use the same API Key or make requests to the subscriber endpoints for the same account, both accounts' requests will count toward the 10 RPS limit.

10 RPS is not scalable in the slightest…
