You only can send messages to users that get in contact with you.
A long time ago, Manychat had a beta test for Instagram Lists (similar to Messenger Lists) in which you could invite your contacts to a message list and send something outside the 24h Window.

But this is currently on hold and there's no news if it will be available again…

So, it could be that the profile you mentioned got access to it long ago and uses it to broadcast messages to the users that subscribed to a DM List.
