Two ways to do that:
- Define the trigger message to just one word or phrase with the “Message is” condition (at the trigger)
- If your trigger needs to be placed anywhere within a message, after the triggers and Opt-In, you should set a validation to verify if the contact has a tag. If not, you set an action to add the tag and continue with the messages...
