Instagram automation will only send first message

I’m using a keyword comments to trigger DM automations but for some reason it will only send the first message in my automation.  First message has a button with the link.  66% of those who received the message clicked this link.  But only 8% of people who clicked that link received the next message.  Any ideas on how to trouble shoot this?  
The second message has a 1 hour delay so should still be within the 24 hour window.
