Meta business verification for whatsappp automation

Is it necessary to verify your business from meta in order to use whatsapp automation ?
I’m working with a remote matketing agency and the verification requires them to submit a utility bill which ofcourse they cannot provide.

Business verification from Meta is not strictly required for WhatsApp automation. Without verification, your number can only send up to 250 business-initiated messages per day. Verification is only needed to increase that limit. If you see restrictions on your account, it may be due to other setup issues, not the verification itself.

No, it's not necessary.

The verification is only necessary to increase the number of business-initiated messages your number can send (without verification it's capped at 250 per day)

If Business verification is not necessary then why am I getting the error that my WhatsApp business account is restricted when I try to integrate manychat with my own mobile number (even after deleting my current WhatsApp account and trying after more than 20 mts). My connected facebook page also shows status as ‘No Restrictions’. Is it otherwise mandatory to finish the 4 steps to use Meta Business suite to be able to send WhatsApp messages from manychat?
