I thought that Smart delay doesn’t work cause between message #1 and message #2 there is “action”.
It can be the cause?

When you use the Comment Trigger and buttons on the first message block, you must send a message once it is clicked. If not, the 24h message windows don't open and you can't send further messages.
To make your flow work as it should, you have to send some kind of message right after the action for clicking the button. Then you can set a Smart Delay and continue your flow.
