Can anyone kindly explain what this mean?

Hi
I think this means that Meta limits how many messages you can send within 24 hours to prevent spam. When you hit this limit, regular messaging gets restricted. 😥
However the solution the pop message is showing you “Instagram DM Lists”, is not currently available by Meta - so you cannot use it -.
So, probably you have to lower your current level of daily messages to avoid being blocked. Use tags and conditions in your flows to filter to whom you really want to connect.
