I need to know if I can message my contacts please, as if not, you need to stop charging for people that I cannot message. At the moment, I can only contact the 317 people, not the 26,000, if there is no way of doing this then I should only be charged for the 317. If there is a solution, please share it, as it is critical for my business.

So you can’t contact them directly unfortunately due to the rules imposed by Meta.
You can export the PSIDs and use them as a custom audience in Ads Manager…
Or you can delete them to keep your billing down.
