I started an auto DM to users, but its only working on 25% of users. I know it works so its not my permissions. Need this fixed ASAP

Even if it works with a small portion of users, check this help article and verify if everything is as expected: Instagram automation troubleshooting – Manychat Help
If it's no problem for you to delete all your Manychat contacts, one thing you could test is removing your IG account from Manychat and reconnect it again after some minutes. This acts like some “reset” to your account.
(But remember: it deletes all your contacts that came via Instagram)
