I am not able to see any DM list creation option here, however, it is visible in the FB automation as (messenger list)

​@Rabiya DM Lists are not available for Instagram.

There was a beta a long time ago, and some accounts still have it. But new accounts cannot get into the beta, unfortunately.

That’s correct, no broadcasting on Instagram.
