Have you tried on you Meta Business Account?

I think what the guy meant to ask is where   in Facebook is the action of changing the image performed. I agree with his question Thanks

I guess you can go into your WhatsApp / Meta Business Manager (https://business.facebook.com/wa/manage/home/) , hover over Account Tools in the left menu, then select “Phone Numbers”. On the next screen you’ll see a list of your phone numbers. Click the gear icon and navigate to the Profile tab. From there you can edit your profile picture for your WhatsApp business profile.

Hello there, it happens to me, i found the solution, just by adjustment the size of the profile picture to 640px / 640px max size. Hope its work for you man.
