Low delivery rate for Messenger messages

Hi there! For about 6 months already I’m seeing low delivery rate for Messenger messages ranging from 7% to 56% on numerous accounts. There are no links included in the copy, no highly-promotional content, etc. Has anyone find a solution for this?

A 7-56% delivery range usually points to one of these, in order of likelihood:

1. 24-hour messaging window violations. Meta silently blocks automated messages to anyone who hasn't interacted with your page in the last 24 hours. This is the most common cause of the exact range you're seeing. If you're broadcasting, delivery tanks as more of your list goes dormant.

2. Improper message tag usage. Tags like POST_PURCHASE_UPDATE and CONFIRMED_EVENT_UPDATE only work for their strict, approved use cases. Using them for anything else gets messages dropped.  

3. Marketing Messages API not used. Since 2019, marketing follow-ups outside the 24hr window require Meta's Marketing Messages API with explicit opt-in, not standard automation. 

4. Page-level throttling from Meta. If your page has been flagged as promotional in the past, Meta quietly caps delivery rates. 

Easiest diagnostic: compare delivery to contacts who've interacted in the last 24hrs vs dormant ones. If the active group is 90%+ and the dormant group is 10%, it's #1.
