Pause the automation forever will still reply to user answrs

We have implmented a flow for whatsapp, now a user send:-

1. Hi
2. the agent replies back with Yes , No
3. we pause the automation
4. the user select Yes
5. the automation resume

so why pausing an automation will still reply to users?
