Start Automation when Tag Applied - Sends but doesn't Deliver

Hi everyone. I have an Instagram automation. When a user comments on my post, manychat tags the contact and then messages them an audio clip. I have separate automation that triggers when a tag for that post is created. As you can see from the screenshot, it is only sending the second message to a very small amount of the users, even though it says “passed” for all of them. Why is this?

@telehope it's only going to send to people who DM 'Voice Message', not to people who comment on your post.

That's because how the comments trigger works, and you can only send 1 message. To send the follow up message people have to engage with your original message (click a button or write a message). If they don't do that, you won't be able to trigger the follow up message.
