I’m looking for clarification on how we can send automated DMs to Instagram users who are non-followers or have private accounts. Specifically, I’d like to know:
Is there a way to trigger an auto-DM for accounts that don’t follow us? Like can we create a custom automation that adapts based on whether the user is a follower or not? Are there any workarounds or recommended strategies to ensure private or non-following users still receive engagement from us?

That’s not possible, since Meta does not allow it, so they have not built a way to do that.
The only strategy I’ve used is to start the conversation manually (with a person doing it), and then, once the person replies, your automations can kick in.
