Has anyone successfully onboarded a government entity or public administration organization on WhatsApp through Meta?

The main challenge is typically getting those Meta-side approvals first — especially business verification and WABA approval. If anything was rejected, you'll need to address Meta's stated reason before connecting.
One note if you're using coexistence (WhatsApp Business App + API): Meta's beta rules apply — you can't link new accounts, and only users with prior WABA activity can use it.
